Board of Directors & Committees

The Swains Creek Pines® Lot Owners Association (SCPLOA) provides oversight and management for our mountain community, including the care of our common areas and the stewardship of our community standards and governing documents. The Association also works to ensure compliance with applicable laws and ordinances of the United States, the State of Utah, and Kane County.
Board members are elected by lot owners and serve two-year terms, with a maximum of two consecutive terms. The Board also establishes committees to help support important areas of community life, such as events, communications, and other operational needs.
From time to time, vacancies may occur on the Board. When this happens, the SCPLOA Board may invite interested lot owners to apply to fill those positions.

We Invite You to get involved. Our community thrives because of volunteers! Lot owners are welcome and encouraged to participate in many of our committees. It's a great way to contribute to the community and connect with your neighbors.

Understanding Board Meetings

In accordance with Utah and Federal law, the SCPLOA Board holds up to three types of meetings.
  • Executive Sessions are not open to the public, and are restricted to a specific set of topics defined by Utah law. These topics include contract negotiation and approval, employee salary discussions, and hearings with individual owners regarding violations, fines, or other issues. All Board members must receive 48 hours' notice for an Executive Session, to ensure that all Board members have an opportunity to attend and vote.

  • Open Meetings​ are scheduled monthly, although we often do not schedule meetings off-season (February-April). These meetings may be attended in person or virtually by all owners, and are where the Board conducts its main business. Owners are given a period of time at the end of the meeting to address the Board, with an allocation of 3 minutes per owner. We often do ask members to sign up at the beginning of the meeting if they wish to address the Board, just so that we can manage everything. Agendas for these meetings are published in advance, and the Board generally may not take up any issue that was not published on the agenda.

  • Town Halls are open discussions between the Board and the owners, and can be attended virtually or in-person. We generally schedule these during the season so we can meet in person. The Board may not vote or take any action during these discussions, but they can identify issues to place on a future Open Meeting or Executive Session agenda. ​

Board Meeting Minutes

     Minutes are posted after they are approved. Generally, approval happens at the next Board meeting. Off-season, we do take a break in February-April, so the January minutes may not post until the following May, unless we schedule an earlier open meeting.
​     Approved minutes are available in the Owner Portal (PayHOA.com). Just click "Documents" in the left-hand side bar, and then look for the "Minutes & Agendas" folder. Minutes are then organized by year. For non-owner access to minutes, please contact our management company, Administrative Business Solutions.
