September 4, 2005, Minutes of Annual Meeting

Swain’s Creek Pines Lot Owners’ Association

 

Meeting called to order at 1:00 PM.  Paul Hicks, Bob Runkle, Gayle Cromer, Alan Zellhoefer, Irene Briggs, John Ewing, Gary Decker, and Robert Storie present.  Cheryl Case was not present; proxy submitted to Irene Briggs.  Donn Covert, acting Secretary, present. Manager Bill Rodreick was also present.

 

Secretary’s Report – provided by Paul Hicks. Motion by Barbara Clark to accept the September 5, 2004, minutes. Seconded by Floyd Grimes. Motion carried.

 

Treasurer’s Report – provided by Irene Briggs who stated the balance in the checking account is $59,014.43; the balance in the Reserve To Preserve account is $81,045.15; and the balance in the petty cash fund is $300.00. Total cash funds are $140,359.58. The year-to-date positive cash flow is $42,811.88. Motion to accept the Treasurer’s Report by Judy Kuveke. Seconded by John Rines. Motion carried.

 

Introduction of Candidates – Statements were made by candidates Alan Zellhoefer,

Tom Stevens, Frank Pearce, Andrew Osterhout, Lance Griffith, Dale Gardner, and Gary Decker. Cheryl Case’s statement was read by Irene Briggs. 

 

Manager’s Report – provided by Bill Rodreick who stated runway was repaired by Rudy De La Paz and Arnie Clark; Bob Runkle, Tom Wells, and Bill Rodreick also worked on the runway. There were 800 pounds of fish planted on August 24; 2000 pounds have been planted so far this year. Water deliveries as of today are 821, compared to 817 last year, and 756 the year before. Bill thanked the Maris family for their work at Camp Golden Eagle. Bill stated there are orange and blue stakes, placed by Kane County Water Conservancy, marking property lines and corners. They may start clearing trees within three weeks, and recommend that signs on the outside of the marks be removed. 

Paul Hicks thanked Bob Runkle and Bill Rodreick for their efforts at a recent fire on Airport drive.

 

Cedar Mountain Fire District –  Chuck Brechler, Chairman of CMFD,  summarized the 5 year plan. Fees were previously increased from $35.00 to $90.00 per year.  Station #2 will be built at Elk Ridge. Station #3 would be built in 2007 at Swains Creek. Chuck requested more volunteers in this area. Preliminary work on a ten year plan indicates no other increase before year 2012. Snowplowing is done in areas with permanent water at an additional fee of $55.00 per year per lot, and may be expanded to Swains next winter.

 

Paul Hicks thanked Rudy De La Paz for the donation of the two dumpsters this weekend for slash.

 

 

 

Snowmobile parking – Dayle Flannigan, of the Forest Service, stated there will be no more long-term parking/storage permitted near the Highway; parking for nine days will be permitted. Some dead trees along Highway 14 may be harvested this winter. Dayle also stated they are working on resolution for relocation of the dumpsters. 

 

Election results–  Cheryl Case, Andrew Osterhout, Gary Decker, Frank Pearce, and Alan Zellhoefer were elected to serve the 2006/2007 term. 

 

Kane County Water Conservancy – Mike Noel stated a recent mailing explains the proposal; roads would be improved, a SCADA system would be used, and there would be video recording on all tanks. The fee is $4,000.00. A ‘yes’ vote on the ballot is not  a commitment to connect. An application with an ariel photograph will be sent to lot owners.  There are different road easements and utility easements in the development; twenty-six feet of the standard forty foot easement are needed. The Conservancy is working with Sunrise Engineering. Bonnie Altig is our representative on the Conservancy board. 

 

Committee Reports -

Liens – Irene Briggs stated there were six new liens filed this year; there are a total of twelve liens. 

Reserve To Preserve – Irene Briggs stated we are on target to contribute in excess of $10,000.00 into the account. 

Land Donation – Irene Briggs stated the county has quitclaimed the property back to Barbara Christensen and Barbara is preparing the documentation to quitclaim the property to us.

Newsletter – Irene Briggs stated the newsletter should go out in about fifteen days; information is to be submitted to Karen Kegley early this week. The newsletter will also be available on a new website.

 

Plaque presentation - Plaques were presented to Board members Bob Runkle, Gary Decker, Cheryl Case, Paul Hicks, and Alan Zellhoefer.  Bob thanked Vi Hughes for obtaining the plaques. Paul thanked Vi for her work on the election.

 

January meeting – will be held January 14, 2006, in St. George.

 

Open Session – Alan Zellhoefer stated he was just informed a black lab with thick red collar has been harassing people in Unit 1; the dog should be kept under control.  Irene Briggs stated there is a leash law in Kane County.
