Board of Directors & Committees

Swains Creek Pines® Lot Owners Association (SCPLOA) was established to provide overall management of our community, its common areas, and its standards and regulations. SCPLOA is responsible for complying with all laws and ordinances of the US Government, the State of Utah, and Kane County. 

Board members are elected for a two-year term, with a maximum of two consecutive terms. The Board then forms various committees to exercise delegated authority over specific responsibilities. 

​Volunteers are welcome to serve on most committees—and are welcomed! Contact ABS (see "Contact" page) if you'd like to help out! Volunteers are also needed for events—again, contact ABS!

Pond & Fishing Rules

Keep in mind that the pond is private property. The following rules apply:
  • If you are fishing, you must​ have your Swains Creek Pines fishing permit on your person. No exceptions.
  • Your permit entitles your lot to take no more than 4 fish per day—Rainbow Trout only.
  • Do not clean fish at the pond, in the restrooms, or nearby.
  • Pack out all of your trash. It is nobody else's job to clean up after you.
  • Failure to follow these rules may result in the revocation of your fishing permit.

Fishing Permit Pickup
SCPLOA fishing permits are no longer being mailed and are available for direct pick-up from the on-site Facility Managers at the Barn, located near the pond. Regular hours are 7:00 AM to 3:00 PM, seven days a week. If the Facility Managers are out in the field, a clipboard is posted on the Barn door—please leave your name, contact information, and your request, and they will get in touch with you as soon as possible.

Good to Know

  • Wood Disposal Pit ("Burn Pit"): The Wood Disposal Pit is located on Mammoth Creek Road between the Post Office and the Fire Station.

  • Culverts: If you have a driveway culvert, it is your responsibility to maintain your culvert. Keep it clear of dirt, rocks, and limbs. If it is plugged, the diverted water can damage roads and the county grader might plow it out. Also, the recommended size pipe is 12 inches in diameter.
  • Firearm Safety: Do not discharge weapons within 600 feet of cabins or other buildings.
  • Pets: PETS MUST BE KEPT UNDER THE IMMEDIATE CONTROL OF THE OWNER AND ARE NOT ALLOWED TO ROAM AT LARGE OR OTHERWISE DISTURB THE PEACE. The Kane County Nuisance Ordinance prohibits dogs running at large. Sheriff Glover attended our June Board meeting and confirmed that his Officers will respond to problems with dogs. To report problems, call (877) 644-2349. 

Understanding Board Meetings

In accordance with Utah and Federal law, the SCPLOA Board holds up to three types of meetings.
  • Executive Sessions are not open to the public, and are restricted to a specific set of topics defined by Utah law. These topics include contract negotiation and approval, employee salary discussions, and hearings with individual owners regarding violations, fines, or other issues. All Board members must receive 48 hours' notice for an Executive Session, to ensure that all Board members have an opportunity to attend and vote.

  • Open Meetings​ are scheduled monthly, although we often do not schedule meetings off-season (February-April). These meetings may be attended in person or virtually by all owners, and are where the Board conducts its main business. Owners are given a period of time at the end of the meeting to address the Board, with an allocation of 3 minutes per owner. We often do ask members to sign up at the beginning of the meeting if they wish to address the Board, just so that we can manage everything. Agendas for these meetings are published in advance, and the Board generally may not take up any issue that was not published on the agenda.

  • Town Halls are open discussions between the Board and the owners, and can be attended virtually or in-person. We generally schedule these during the season so we can meet in person. The Board may not vote or take any action during these discussions, but they can identify issues to place on a future Open Meeting or Executive Session agenda. ​
